Its objective is to release more capital for investment. Previous attempts to achieve this have often failed or had unintended consequences because of the complex nature of the investment system. NCC understands that only a systemic approach to reform based on understanding the operation of the whole investment system will deliver the lasting and impactful change we all need.
We believe that this can only be achieved by:
- Understanding how the system operates holistically and as a complex adaptive system;
- Recognising the source of private investment resides predominantly in consumers retirement savings;
- Developing a clear map of the system and an accurate quantification of and view on system stocks and flows;
- Through this, identifying the policy levers capable of redirecting system flows toward more productive uses that benefit savers.
